Alfred Dowling was born in Bristol in 1864 and a building contractor. He became a councillor for Southville in 1906 and a J.P. in 1921. He was Lord Mayor in 1922 and Alderman in 1925. he held significant roles in the Methodist church and was president of the Bristol & District Band of Hope Union.
