| Charles Lowe was born in Pensford, Somerset on 21st September 1850. A successful local businessman living in Bishopston (I Claremont Road), he was also deeply involved in local politics particularly in Horfield where he also worked in support of the Wesleyan Methodist church. In 1897 Horfield was absorbed into Bristol and he became a City councillor serving as Mayor in 1912. |
