Herbert Maggs was born in Bristol in 1869.  He was a grocery and provisions merchant.  He entered the council in 1906 representing St George East Ward.  In 1921 he became a JP and an Alderman in 1927 then in 1934 he served as Lord Mayor.  He held many lay offices in the Primitive Methodist Church and was a local preacher for many years.
